you use IRCs when you don't have the stamps that work in the country you're sending to. so yes, they are for other countries. IRCs can be traded by the celeb for stamps, to send your SAE back.

If you're in the US you can use US stamps to send to the UK and to put on your SASE. You won't need IRCs.  It will take about 3 first class stamps on your letter and 3 on your SASE.

I'm not sure about when sending to other countries.

Just one more thing. You put the IRC's inside the envelope with your letter.

I'm not sure what is known and not known about IRC's here. Lol.

Anyways.. I am all the way in South Africa, and as Meagan says, you can use US stamps to the UK, and I'm sure it would work for Australia too? I haven't tried it yet though - will let everyone know.
Please feel free to PM me for any help, problems or suggestions. Happy collecting!

I'm not sure if it's just me but so far I appear to be getting a faster response with a stamped self addressed envelope than a self addressed envelope and IRCS. Anyone else?

Yea, IRCS are for other countries because why wud u use it on ur own?? You cud but it might be a waste of money.. U usually attach  IRCSs to ur letter to the celeb so they can buy postage

I have a question. What do you do, if they don't sell IRC's in your country? IRC's aren't for sale here in the Netherlands, and I'm not sure what to do now.

Go to a currency exchange and convert either into USD (which are good most anywhere) or the currency of the country you're sending to. That way you can still pay for postage, even if not licking the stamp yourself.

Hi, other Dutchy here,

Ran into the same problem: I found someone who has a friend in the US, they buy American stamps for me and send them to me.
My sister in law went to France and took stamps home for me, someone from work bought English stamps for me (on a weekend trip to London) and so on...
You can also send American dollars in the envelope.

Het is dus even regelen, maar dan heb je ook wat

Ik geloof dat je ook buitenlandse postzegels via internet kan bestellen, maar ik heb zelf nog niet ontdekt hoe je dat zou moeten doen.

Succes!
